Find the red dumpster behind the building and this locker key will be in the small statue behind some metal strips to the left of the red dumpster. Run over to the street in front of the Grand Theater northwest portion of city. Before stepping through the gates that leads to the theater, reenter the parking lot area to the south of the theater separated from the building by a gap — this is across from the area with the broken railing. There is a statue with a locker key inside of it next to a blue SUV and beside the fence. Climb down then take the Handgun Ammo behind the low wall up ahead. Wait for the gaze to pass then climb up onto the floor nearby and take cover behind the wall ahead. Run to the right and take cover behind the next wall. Once the gaze moves away from him, run behind the low wall left side and break the statue behind it to get another locker key.
